What the President said 28 October 2020
Last time the President said he would see what happened after ten days so here he is.
The virus is spreading more quickly than was expected even by the pessimists. There are today over 3000 people with COVID in intensive care. The strategy defined in the summer was to live with the virus and test, trace and isolate.
The whole of Europe is affected.
France is doing a lot of tests.
Like their European neighbours France has been submerged by a second wave that is likely to be worse than the first.
A strong brake is needed TODAY. Otherwise doctors will have to choose between patients. In this context the President needs to protect the people.
Objectives - protect the older and fragile people
Age is the main age 85% of deaths are people over 70
Protect the younger people A lot of people in hospital today are under 60 and we still don't know the long term effects of the virus.
Protect our Health Workers
Protect people with low or little income as they are in a precarious situation
Protect the economy
A balance is needed
France could choose to do nothing and let the virus spread until immunity is acquired. This would mean lots of deaths and that is unacceptable
France could confine just the older and fragile people but this would not stop the virus spreading
France could rely on the test identify and protect system but it is not enough.
France has learned from the first wave and there are extra beds available, extra staff and staff have been trained but there has not been enough time in just a few months to create a huge difference and capacity.
So what is the good strategy for today ? We need to go further than what is said above.
From Friday all of mainland France will be locked down as that is the only way to stop the virus. However schools will remain open. People can work. There will be attestations to fill in again. You will not be able to go from one region to another except this weekend to go home after the holidays. Meetings etc will not be allowed. You will be able to go out for a short walk and to do your essential shopping etc. Bars and restaurants will be closed. Non essential shops will also be closed.
Jean Castex the Prime Minister will give further information tomorrow.
Public services will remain open. Teleworking will be encouraged. Nursery schools, primary schools, colleges and lycées will remain open with reinforced protocoles.
International borders will be closed. French people or people resident in France will be allowed to come home but they will be tested before doing so.
Old peoples' homes will remain open for visits;
MASKS obligatory and systematic everywhere EVEN in homes when someone visits and visits MUST be kept to a minimum.
Cemeteries will remain open.
Everyone must take their responsibilities. STAY at home as much as possible.
These measures will be in place at least until the 1st December.
The progress of the virus will be checked every two weeks and the measures may be reviewed.
The President hopes these measures will allow us to get through to the summer when hopefully, according to scientists, a vaccine will be available.
France will get through this as a united unified nation with solidarity amongst the people
