First he gives his condolences and speaks about the terrorist attack in Nice this morning when three people were killed. France is now on maximum terrorist alert. Plan Vigipirate is at top level. The President has called an emergency defence meeting tomorrow.
The President announced the measures yesterday.
The Prime Minister and the ministers concerned are going to give the details. The whole of Europe is concerned. Everyone had predicted a second wave but no-one thought it would be this bad. The virus is speeding up so we need to speed up too and break the chain as soon as we can.
From midnight tonight and until the 1 December there is a lockdown. It will be different from the lockdown in March.
From midnight the lockdown will be applied to ALL the mainland. For the overseas territories it will only apply to la Réunion for now.
You MAY only go out for shopping for food, go to and from work if you can't do your work on-line by telework, medical appointments for very serious family problems, to help a vulnerable or handicapped person or if you are part of an association working with the homeless etc
For one hour maximum in a 1km radius of your home for a walk, or for an individual sport Team sports are FORBIDDEN
It will also be possible to take your children to school and to go to your mairie, the law courts, post office etc
ALL other outings are FORBIDDEN
You can NOT go to friends houses, you can not have friends at your house either during the day or the evening
You can not move around France and you can not move between your holiday home and your main home. Exception this weekend when people must go home
PERMANENT ATTESTATIONS will be available from your employer or from your child's school. You will not need to do one of these every time.
Otherwise you will need to do an online attestation or download and print.

ONLY ESSENTIAL shops will be open - plus computer technicians, tabaconnists
Parks and forests will be open if within 1km of your house.
Sports centres, hairdressers, cinemas, theatres etc will be closed.
The borders inside the EU remain open. Anyone coming into France must have a test which must be negative 72 hours before arrival or they will have to have a test on arrival
Hotels can carry on with a minimum activity but breakfasts must be served by room service
Restaurants may only open for take away service and the meals must be ordered beforehand
Cemeteries will be open and churches too. However there will NOT be any services except funerals and weddings Maximum 6 people at these
With the exception of ceremonies already arranged for this weekend
MINISTER OF EDUCATION
Nurseries Creches Infant and primary schools, and colleges and lycees will be open. Universities MUST dispense there classes on line
MASKS obligatory for teachers and children 6 years and up
Since schools went back in September there were only 27 schools closed in the whole of France and only just over 200 classes. Very few cases in schools, fewer than 1% Schools are as safe as they can be because the barrier measures are respected.
Head teachers have received the instructions today. All the children will be going back full time. Vulnerable people will be allowed to remain away.
MASKS obligatory from CP up
Parents need to equip their children. Masks will be available in schools for those who forget and those who can't afford masks.
There wll be a maximum effort so that different class groups do not mix. Moving around the school will be limited as much as possibel. . Recreation will be class by class
Cantine and meals remain open Children will eat wiith their class groups.
Cleaning of door handles etc will be done several times a day. The classrooms will be regularly aired
UNIVERSITIES and further education ALL ON LINE except when specialised material and equipment is needed University restaurants will be open but only for take aways.
MINISTER IF EMPLOYMENT
ALL BUSINESSES except those closed by the law and by the government MUST remain open and work as normally as they can
TELEWORKING must be used as MUCH AS POSSIBLE
All civil servants will work on-line whenever possible unless they are behind the desk to receive people
Any business that has been forced to close will be able to benefit from the same financial measures as in the last lockdown. Furlough will be paid partly by the government.
Autoentrepreneurs and independant workers MUST work by teleworking whenever they can. This is not an option. Some people may have to go to work sometimes
Farmers, building workers, careworkers will have to go to work.
Employers will have to provide attestations for the workers.
Any sector of business that is closed administratively will continue to get financial help. These measures will continue for now until 31/12
There will also be financial help for hotels, tourist industry, taxis and other activities that are not "closed" but suffering from a reduction in their activity.
MINISTER OF THE ECONOMY
Different measures are in place for different domains
There are weekly meetings with wholesale distribution, banks and others
FONDS DE SOLIDARITE is reactivated for all companies and independant workers and Autoentrepreneurs.
Any enterprise that must close will be able to claim an indemnisation. This is for companies with up to 50 workers.
Smaller companies will still be able to claim money if the turnover is less than 50% of last year's.
Help with social charges will be available. Autoentrepreneurs will be able to pay their charges later. Charges may be spread over 3 years.
There will be loans guaranteed by the state - these loans may be taken out until June 2021 and can be repaid over 5 years with an interest rate of between 1 and 2.5%
For those who have loans that are to be repaid in March 2021 it will be possible to ask for an extension and not repay until 2022
This will not be considered as a missed installment.
Direct loans will be available from the state if the above are not suitable.
There is no reason why any business should have cash-flow problems with these measures
Rents There will be an income tax credit for professional landlords who rent premises to restaurants, shops etc that have had to close, who renounce the rent for sometime.
Help will be given to businesses to set up on line so that they can provide "click and collect" services.
For BTP building sector Work sites will be kept open with strict barrier measures.
Bricorama Point P Castorama (there may have been a couple more) will remain open for PROFESSIONALS AND PRIVATE INDIVIDUALS
Cultural and Sports activites will be very impacted and there will be special aid available. These have already suffered immensly.
All museums and theatres etc will be closed. This is very sad but necessary to stop the spread of the virus.
Musical Recordings and things that take place without the public like restoration work can continue.
Book shops are not open for the present but they can organise "click and collect" It is hoped that libraries may be able to do the same
The digital platform "Culture Chez Nous" will be reactivated on the government site.
This new lockdown aims to protect YOU and the other citizens and to help the health service by slowing down the epidemic.
